Buffing wheels are designed to perform two important functions in the metal polishing process:-
(1) to carry the abrasive buffing compound across the work surface to produce a cutting and colouring action
(2) where required, to generate sufficient heat to permit burnishing the work surface

The main purpose of a loose cotton wheel is to polish and cut in a similar manner to the spiral sewn wheel, except that this wheel, not being tightly stitched together will 'mush' or collapse, allowing the cotton to get into difficult to reach places more easily.  If you have an object with fine details and awkward crevices, then this is the wheel to use.
